Building approvals for industrial sheds in Pakistan
PKR 1,100–1,650 per sq ft buys the frame of a standard PEB warehouse in November 2026, but order no steel until the plan is approved. Who approves depends on the plot: the CDA in Islamabad, the RDA in Rawalpindi city areas, the LDA in Lahore, or the body running the estate, zone, scheme or cantonment.
Indicative, Nov 2026, steel frame only, excl. taxes, final quote after design.
This is general guidance, not legal advice. Rules change. Check the current requirements with the authority for your plot before you design, order or build.

What should a shed owner know before applying?
| Is approval needed? | Usually, yes. A bolted steel shed is still a building, so treat it like one until the authority says otherwise |
|---|---|
| Islamabad | Building plans go to the Capital Development Authority (CDA) |
| Rawalpindi city areas | The Rawalpindi Development Authority (RDA) applies its own building and zoning regulations |
| Lahore | Inside the LDA area, plans are assessed under the LDA Building and Zoning Regulations 2019, as amended |
| Sindh | The Sindh Building Control Ordinance, 1979 bars construction before the Authority approves the plan and issues a no-objection certificate |
| Cantonments and private schemes | Check the approval route with the scheme or the cantonment board |
| Industrial estates and economic zones | Often run their own process; ask the estate company or zone developer first |
| Who files | Who files the plan is agreed in the contract |
| What SEED Works provides | Structural drawings and the design basis for the submission set; PEC Licence No. 861, Category CA |
Does a PEB or steel shed need building plan approval?
In most places, yes. A pre-engineered shed arrives as bolted parts, but once it stands on foundations it is a permanent structure with a use, a footprint and a height. Those are exactly what planning and building control look at.
Do not assume a shed is exempt because it is steel, single-storey or called temporary. If you think your plot qualifies for an exemption, get that answer in writing from the authority.
Approval also protects the investment. Utility connections, insurance, bank finance and a later sale can all ask for approved plans. A frame put up without them can be hard to regularise.
Which authority approves a shed in Islamabad, Rawalpindi or Lahore?
The land decides, not the building type. Start by finding out which body controls your plot. Then ask that body for its current rules and forms.
| Plot location | Start with | What we can say |
|---|---|---|
| Islamabad | Capital Development Authority (CDA) | In Islamabad, building plans are approved by the CDA |
| Rawalpindi city areas | Rawalpindi Development Authority (RDA) | The RDA applies its own building and zoning regulations |
| Lahore, LDA area | Lahore Development Authority (LDA) | Plans are assessed under the LDA Building and Zoning Regulations 2019, as amended |
| Cantonment area | The cantonment board | Plots in a cantonment can follow a different approval route; check with the board |
| Private housing or industrial scheme | The scheme's own office | Schemes can run their own approval process; check with the scheme |
| Industrial estate or economic zone | The estate company or zone developer | See the section on estates and zones below |
Our city pages cover the local side in more detail: PEB and steel sheds in Islamabad and Rawalpindi and PEB steel buildings in Lahore.
How do Sindh and Khyber Pakhtunkhwa handle shed approvals?
In Sindh, the law is direct. Section 6 of the Sindh Building Control Ordinance, 1979 says no building shall be constructed before the Authority has approved its plan and granted a no-objection certificate. The same section covers additions and alterations.
It goes further than the build. Under that section, a building may not be occupied before the Authority issues an occupancy certificate. It may not be used for another purpose without the Authority's permission. So a store that later becomes a production hall needs a fresh look.
In Khyber Pakhtunkhwa, zone plots carry deadlines. The KP Board of Investment and Trade's investor guide says allottees of medium and large plots in KPEZDMC zones should submit a building plan within 3 months of provisional allotment and start construction within 6 months. Design work should therefore begin as soon as the plot is offered.
Outside these cases, check with the local development authority or council for the district. Rules and offices differ between cities.
Do industrial estates and special economic zones have their own approvals?
Often, yes. Industrial estates and private schemes can run their own approval process, with their own by-laws on setbacks, heights and plot coverage.
Special economic zones work under the Special Economic Zones Act, 2012. Under that Act, a zone is approved and notified by a federal Board of Approvals, and a developer runs it under a development agreement. The developer admits each zone enterprise, and zone regulations are made under the Act.
In practice, ask the estate company or zone developer three things before design starts. Who checks the building plans? Which by-laws apply? What must the structural set contain?
What does the structural side of a submission usually involve?
The authority sets the checklist; the engineer supplies the evidence. Ask the authority for its current list. For the steel shed itself, we prepare the parts that only the structural designer can produce.
| Item | Why it matters |
|---|---|
| General arrangement and frame drawings | Show spans, eave height, bay spacing and bracing |
| Foundation and anchor bolt drawings | Tie the frame to the ground the soil report describes |
| Design basis statement | States the codes, wind and seismic values and load cases used |
| Crane and mezzanine loads, if any | These change column, girder and footing sizes |
Architectural layouts, site plans, ownership papers and fees come from the owner and the architect. Who files the plan is agreed in the contract. The design steps are explained in What is a pre-engineered building (PEB)?
Where does approval sit in a shed programme?
Before the steel order, every time. Changing an approved plan after fabrication starts costs money and can mean resubmitting. We give a dated programme with each quotation, and approval is one of its stages.
| Step | What happens |
|---|---|
| 1. Identify the controlling body | Development authority, cantonment board, scheme, estate or zone |
| 2. Fix the brief | Use, size, height, cranes, mezzanines, future extension |
| 3. Design and drawings | Frame, foundations and design basis prepared for the set |
| 4. Submit and respond | The filing party lodges the plan and answers any comments |
| 5. Release fabrication | Steel is ordered against the approved drawings |
| 6. Build and close out | Foundations, erection, cladding, then any completion or occupancy step the authority requires |
Does approval change what the steel frame costs?
Not directly; the frame band is set by span, height, cranes and loads. Approval fees, architect fees and any third-party checks sit outside these bands.
| Building type | PKR per sq ft |
|---|---|
| Light steel shed or canopy | 650–1,100 |
| PEB warehouse, 20–30 m span, 6–8 m eave | 1,100–1,650 |
| Wide-span warehouse, 30–50 m span | 1,400–2,100 |
| Industrial building with overhead crane, 5–20 t (crane itself excluded) | 1,900–3,300 |
Indicative, Nov 2026, steel frame only, excl. taxes, final quote after design. More building types are on PEB price per sq ft in Pakistan.
What has SEED built that you can look at?
Two PEB references and one RCC facility are on our public record.
FWO sheds, Kundai
Eight steel structures in the Cholistan (East) Block, Bahawalpur District, fabricated and erected for FWO. Portal frames, sandwich-panel cladding.
Electronics repair workshop, Rawalpindi
About 49,000 sq ft under one PEB roof, with a clear span of about 100 ft and crane bridges up to 20 t. Built 2020–2021.
Agricultural research facility, Chaapu
An RCC building, not a PEB: superstructure, industrial floor, envelope and external works.
Other sheds and warehouses we have built are shown by type only, on industrial warehouse construction in Pakistan.

Common questions
Does a PEB or steel shed need building approval in Pakistan?
Usually, yes. A pre-engineered shed on permanent foundations is a building, and most authorities require an approved plan before construction. Do not assume a steel or single-storey shed is exempt. If you believe it is, get that confirmed in writing by the authority for your plot.
Who approves building plans in Islamabad, Rawalpindi and Lahore?
It depends on where the plot sits. In Islamabad, building plans go to the Capital Development Authority (CDA). In Rawalpindi city areas, the Rawalpindi Development Authority (RDA) applies its own building and zoning regulations. Inside the LDA area in Lahore, plans are assessed under the LDA Building and Zoning Regulations 2019, as amended.
My plot is in a cantonment or a private scheme. Who approves the shed?
Plots in cantonment or private-scheme areas can follow a different approval route. Check with the scheme or the cantonment board before design is fixed. Who files the plan is agreed in the contract.
Do industrial estates and special economic zones have their own approval process?
Often, yes. Industrial estates and private schemes can run their own approval process. Special economic zones are set up under the Special Economic Zones Act, 2012, and each is run by a developer that admits zone enterprises. Ask the estate company or zone developer who checks building plans and which by-laws apply.
Can SEED Works file the building plan for us?
Who files the plan is agreed in the contract. In every case, SEED Works prepares the structural drawings, foundation and anchor bolt drawings and the design basis that the submission set needs. Architectural layouts, ownership papers and fees come from the owner and the architect.
Which design standards does SEED use for steel buildings?
SEED's steel-building design uses AISC 360-16 (LRFD) for steel design, with loads from the Building Code of Pakistan 2021, which refers to ASCE 7-16. The code basis and site wind and seismic parameters are confirmed for each project, and the responsible structural engineer signs the design.
Can I change what my shed is used for after approval?
Check with the authority first. In Sindh, the Sindh Building Control Ordinance, 1979 says a building may not be used for a purpose other than the one its plans were approved for without the Authority's permission. Other authorities have their own rules, and a new use can also change the loads the frame must carry.
How much does the steel frame of an industrial shed cost?
As an indicative guide for November 2026, a light steel shed is about PKR 650–1,100 per sq ft, a standard PEB warehouse about PKR 1,100–1,650 per sq ft and a crane building PKR 1,900–3,300 per sq ft. These are steel-frame prices only, excluding taxes and approval fees, and the final quote follows the design.
